Development and Empirical Validation of a Conceptual Model for Enhancing Employee Social Responsibility in Public Organizations of Tehran Municipality: A Quantitative Analysis of Causal, Contextual, and Consequential Components

Abstract

In recent years, the necessity to strengthen employee social responsibility in public organizations has emerged as one of the main concerns of urban management. As key institutions in addressing social needs and promoting social capital, municipalities play a significant role in fostering a culture of accountability. The present study aimed to empirically validate and test a conceptual model for enhancing employee social responsibility in Tehran Municipality. This study was designed using a quantitative method and a survey-based approach. Data were collected through a researcher-developed questionnaire with the participation of 384 employees and analyzed using statistical tests such as Pearson correlation, t-test, and one-way ANOVA. The findings indicated that the components of professional attitude, organizational strategies, individual factors, and environmental support had a positive and significant correlation with individual, organizational, and social outcomes. Additionally, a significant difference in social responsibility orientation was observed based on age, education level, and years of service. The proposed model can serve as a valid framework for designing training programs, developing human resource policies, and promoting a culture of responsibility within Tehran Municipality. This model also has the potential for localization and application in other public and service-oriented organizations.
