Identification and Ranking of Performance Governance Measurement Components in Iranian Government Organizations: A Case Study of West Azerbaijan Water and Wastewater Company

Abstract

This study aimed to identify, validate, and rank the key components of performance governance and to develop an indigenous framework for measuring and implementing performance governance in Iranian public-sector organizations. This applied study employed an exploratory mixed-methods design. In the qualitative phase, approximately 20 experts and senior human resource managers were selected through purposive and snowball sampling, and the data were analyzed using grounded theory procedures. In the quantitative phase, 108 employees of the West Azerbaijan Water and Wastewater Company participated as the study sample. Data were collected using a researcher-developed performance governance questionnaire. Descriptive statistics and inferential techniques, including Friedman, Wilcoxon, and t-tests, were used for data analysis. Inferential results indicated that 53 out of 56 extracted components were validated and accepted by academic and organizational experts. Friedman ranking analysis revealed that reducing administrative formalities, regular performance reviews, optimal human resource management, support for career development initiatives, organizational professionalism, mission clarity, internal and external performance monitoring, and a results-oriented culture were the highest-priority factors for implementing a performance governance system. These findings highlighted the central role of managerial, supervisory, human resource, and accountability dimensions in strengthening performance governance within public organizations. The findings suggest that performance governance provides a comprehensive framework for improving effectiveness, transparency, accountability, and performance evaluation systems in public organizations. The proposed model offers a practical foundation for designing indigenous performance assessment systems and promoting sustainable organizational development in Iran’s public sector through enhanced managerial capacity, oversight mechanisms, and human resource development.
