Designing a Job Responsibility Model in Public Organizations Based on Neuroscientific Implications

This study aimed to develop a model of job responsibility in public organizations based on neuroscientific implications by integrating evidence from cognitive neuroscience and organizational behavior. This qualitative study employed the meta-synthesis approach proposed by Sandelowski and Barroso. The research corpus comprised scientific studies published between 2010 and 2025 addressing cognitive neuroscience, ethical and social behavior, organizational behavior, and job responsibility. Relevant studies were retrieved from Scopus, PubMed, ScienceDirect, Springer, ProQuest, SID, and Magiran and were systematically screened according to the PRISMA framework and predefined inclusion and exclusion criteria. Extracted data were analyzed using inductive–interpretive thematic analysis through open, axial, and integrative coding with MAXQDA software. The conceptual validity of the resulting model was further assessed by experts using the Content Validity Ratio (CVR) and Content Validity Index (CVI). The synthesis indicated that job responsibility in public organizations is a multidimensional and multilevel construct represented by six major themes: cognitive and decision-making skills, organizational commitment and responsibility, motivation and meaning at work, leadership and managerial competence, organizational innovation and creativity, and organizational resilience and adaptability. Integration of organizational and neuroscientific evidence resulted in a three-level conceptual model comprising biological–neuroscientific, cognitive–emotional, and behavioral–organizational levels. The findings further indicated conceptual links between the prefrontal cortex, anterior cingulate cortex, amygdala, and executive control networks and responsible organizational behavior through processes such as self-control, emotion regulation, ethical decision-making, and evaluation of behavioral consequences. Job responsibility can be conceptualized as the product of dynamic interactions among neural mechanisms, cognitive–emotional processes, and managerial and organizational conditions. The proposed interdisciplinary model provides a framework for human resource policies, employee competency development, responsible decision-making, and enhanced accountability and performance in public organizations.
