طراحی الگوی ارتقای ظرفیت اخلاقمداری فرماندهان و مدیران ارشد فرماندهی کل انتظامی جمهوری اسلامی ایران

هدف این پژوهش طراحی الگویی جامع برای ارتقای ظرفیت اخلاقمداری فرماندهان و مدیران ارشد فرماندهی کل انتظامی جمهوری اسلامی ایران است. این پژوهش از نوع کیفی و مبتنی بر راهبرد فراترکیب بوده و ترکیبی از تحلیل اسناد و مصاحبههای نیمهساختاریافته را بهکار گرفته است. جامعه پژوهش شامل منابع علمی منتشرشده در فاصله سالهای 1390 تا 1404 (برابر با 2000 تا 2025 میلادی) و سه گروه مشارکتکنندگان—خبرگان دانشگاهی، متخصصان حرفهای و فرماندهان و مدیران ارشد فراجا—بود. نمونهگیری بهصورت هدفمند انجام شد و مصاحبهها تا رسیدن به اشباع نظری با ۱۹ نفر ادامه یافت. تحلیل دادهها با بهرهگیری از رهیافت هفتمرحلهای سندلوسکی و باروسو (2007) انجام شد. تحلیل دادههای گردآوریشده منجر به شناسایی ۷۷ مفهوم، ۱۷ مقوله فرعی و ۶ مقوله اصلی شامل رهبری اخلاقی، معنویتگرایی، ترویج انگیزه خدمتمحور، حرفهایگرایی اخلاقمحور، مجاهدت سازمانی و تلطیف جو سازمانی شد. این مقولهها بیانگر ابعاد گوناگون ظرفیت اخلاقمداری در سطوح فردی و سازمانی بوده و ساختار مفهومی الگوی پیشنهادی را شکل دادند. یافتهها نشان میدهد ارتقای ظرفیت اخلاقمداری فرماندهان و مدیران ارشد نیازمند رویکردی جامع و چندبعدی است که هم بر توسعه مهارتها و باورهای فردی و هم بر اصلاح ساختارها، فرآیندها و فرهنگ سازمانی تمرکز دارد. الگوی طراحیشده میتواند موجب تقویت تصمیمگیری اخلاقی، افزایش مسئولیتپذیری، ارتقای انسجام تیمی، ایجاد محیط کاری اعتمادساز و در نهایت بهبود عملکرد سازمانی و افزایش سرمایه اجتماعی فراجا شود.
