Designing a Model of Excellence in Human Resources Education in the Technical and Vocational University of the Country

Abstract

This study aimed to develop and validate a native model of excellence in human resource education for the Technical and Vocational University in order to enhance the quality, effectiveness, and sustainability of human resource development programs. The study employed an exploratory sequential mixed-methods design. In the qualitative phase, 20 experts in higher education and human resource management were selected through purposive and snowball sampling, and data were collected using semi-structured interviews and analyzed through thematic analysis. In the quantitative phase, a researcher-developed 48-item questionnaire was designed based on the qualitative findings and administered to 162 human resource personnel of the Technical and Vocational University. Confirmatory factor analysis and structural equation modeling were used to validate the proposed model. The qualitative analysis yielded 180 initial codes, 60 subthemes, and 12 principal dimensions of excellence in human resource education. Confirmatory factor analysis demonstrated that all indicators had significant and acceptable factor loadings. Convergent and discriminant validity were confirmed through AVE and HTMT indices, while reliability measures, including Cronbach’s alpha and composite reliability, exceeded recommended thresholds. Furthermore, structural model fit indices indicated a satisfactory fit between the proposed model and the empirical data, supporting the validity of the 12-dimensional framework. The proposed model provides a comprehensive and empirically validated framework for planning, implementing, evaluating, and continuously improving human resource education within technical and vocational higher education institutions. The model may also serve as a transferable framework for other higher education organizations.
