Identifying the Dimensions and Components of Knowledge Management Based on Knowledge Networks in the Ministry of Culture and Islamic Guidance

Abstract

The purpose of this study was to identify, explain, and validate the dimensions and components of knowledge management based on knowledge networks in the Ministry of Culture and Islamic Guidance and to develop a comprehensive indigenous model for improving organizational knowledge management. This study employed a sequential qualitative design. In the first phase, data were collected through semi-structured interviews with 21 experts, including public administration academics, senior and middle managers of governmental organizations, and specialists in organizational behavior and human resource management. Participants were selected using snowball sampling until theoretical saturation was achieved. Data were analyzed using Braun and Clarke’s six-step thematic analysis approach. In the second phase, the identified dimensions and components were validated through a three-round Delphi process involving 16 experts. Credibility was established through expert review, while reliability was confirmed using Cohen’s Kappa coefficient (0.67) and a test–retest coefficient of 0.89. The qualitative analysis generated 459 initial codes, which were refined into 122 final indicators. These indicators were organized into 26 subthemes and 7 major dimensions: institutional infrastructure and knowledge governance, organizational culture and knowledge values, empowerment of knowledge-based human capital, knowledge creation and dissemination processes, digital technologies and knowledge network infrastructure, interorganizational synergy and knowledge networking, and evaluation, learning, and continuous knowledge improvement. The Delphi validation results demonstrated strong expert consensus and confirmed the relevance, importance, and validity of all identified dimensions and subcomponents. The findings indicate that knowledge management based on knowledge networks is a multidimensional and systemic construct requiring the integration of governance structures, organizational culture, human capital capabilities, digital infrastructure, knowledge processes, interorganizational collaboration, and continuous learning mechanisms. The proposed model provides a practical framework for strengthening knowledge capacities and enhancing effectiveness within governmental organizations.
