This study aims to design and explain a comprehensive model of environmental strategies for enhancing green human resource management in the education sector. A mixed-methods approach was employed. In the qualitative phase, structured interviews with experts from the Ministry of Education were analyzed using classical grounded theory through open, axial, and selective coding. In the quantitative phase, a questionnaire derived from qualitative findings was analyzed using partial least squares structural equation modeling (PLS-SEM) in Smart PLS. Reliability and validity were confirmed via Cronbach’s alpha, composite reliability, and AVE. The results indicated that strategic requirements formulation, environmental culture development, and structural integration exert significant direct effects on environmental strategies and the enhancement of green human resource management. Significant path coefficients (t>1.96), acceptable R² values, and positive Q² indices confirmed good model fit and strong predictive power. The proposed model demonstrates that institutionalizing strategic requirements, fostering a green organizational culture, and ensuring structural alignment can effectively promote green human resource management and support sustainable development in education.
