شناسایی ابعاد ساختار سازمانی با رویکرد کاهش فساد اقتصادی (مورد مطالعه: اداره کل غله و خدمات بازرگانی استان بوشهر)

هدف پژوهش حاضر شناسایی ابعاد و مؤلفههای ساختار سازمانی با رویکرد کاهش فساد اقتصادی در اداره کل غله و خدمات بازرگانی استان بوشهر بود. این پژوهش از نظر هدف کاربردی و از نظر رویکرد، کیفی و اکتشافی بود که با استفاده از تحلیل مضمون انجام شد. جامعه مشارکتکنندگان شامل مدیران، کارشناسان ارشد و صاحبنظران آشنا با حوزههای مدیریت، امور مالی و اداری، بازرگانی، نظارت، کنترل داخلی، قراردادها و فرایندهای سازمانی اداره کل غله و خدمات بازرگانی استان بوشهر بود. مشارکتکنندگان با روش نمونهگیری هدفمند انتخاب شدند و نمونهگیری تا دستیابی به اشباع نظری ادامه یافت. در نهایت، 15 نفر در پژوهش مشارکت کردند. دادهها از طریق مصاحبههای نیمهساختاریافته عمیق گردآوری و پس از پیادهسازی کامل، با روش تحلیل مضمون مورد بررسی قرار گرفتند. فرایند تحلیل شامل شناسایی واحدهای معنایی، کدگذاری اولیه، ادغام کدهای مشابه، تشکیل مقولهها، استخراج مؤلفهها و سازماندهی آنها در قالب ابعاد اصلی بود. تحلیل 612 واحد معنایی به استخراج 286 کد اولیه منجر شد که پس از پالایش و ادغام، در قالب 87 کد مفهومی و 31 مقوله اولیه سازماندهی شدند. در ادامه، 18 مؤلفه نهایی در قالب شش بعد اصلی شامل ساختار شفاف و ضابطهمند، تمرکززدایی همراه با پاسخگویی، نظام کنترل و نظارت چندلایه، شفافیت اطلاعاتی و دیجیتالیشدن فرایندها، مدیریت تعارض منافع و سلامت اداری، و ساختار منعطف و شایستهمحور شناسایی شد. نتایج نشان داد که کاهش فساد اقتصادی مستلزم تعامل همزمان میان شفافیت وظایف، تفکیک مسئولیتهای حساس، توزیع متوازن اختیار، کنترل مستمر، نظارت مستقل، ثبت الکترونیکی فرایندها، مدیریت تعارض منافع، گردش شغلی و انتصاب مبتنی بر شایستگی است. یافتهها نشان داد که ساختار سازمانی فسادکاه ماهیتی چندبعدی و یکپارچه دارد و کاهش فساد اقتصادی از طریق اصلاح یک مؤلفه منفرد امکانپذیر نیست. تقویت همزمان شفافیت، پاسخگویی، قابلیت ردیابی تصمیمات، کنترل چندلایه، مدیریت تعارض منافع و شایستهمحوری میتواند فرصتهای فساد را محدود کرده و سلامت اداری و اثربخشی سازمانی را ارتقا دهد.
