طراحی چارچوب حکمرانی مشارکتی در تسهیلات مشاغل خانگی: مطالعه موردی بانک قرضالحسنه مهر ایران در شهرستان سنندج

هدف پژوهش، طراحی چارچوبی بومی و چندسطحی برای حکمرانی مشارکتی در اعطای تسهیلات مشاغل خانگی با تأکید بر تجارب ذینفعان بانک قرضالحسنه مهر ایران در شهرستان سنندج بود. این پژوهش با رویکرد کیفی و روش پدیدارشناسی هرمنوتیک انجام شد. مشارکتکنندگان شامل ۳۰ نفر از پنج گروه ذینفع، متشکل از متقاضیان و فعالان مشاغل خانگی، کارکنان بانکها، تسهیلگران و مدیران سازمانهای مردمنهاد، استادان دانشگاه و سیاستگذاران بودند که با نمونهگیری هدفمند و راهبرد حداکثر تنوع انتخاب شدند. نمونهگیری تا دستیابی به اشباع نظری ادامه یافت. دادهها از طریق مصاحبههای نیمهساختاریافته عمیق گردآوری و پس از پیادهسازی کامل، با تحلیل تماتیک در سه سطح توصیفی، تفسیری و تلفیقی تحلیل شدند. برای افزایش اعتبار یافتهها از بازبینی مشارکتکنندگان، همسوسازی چندگانه دادهها، بازبینی همتا، یادداشتهای تأملی و معیار اشباع نظری استفاده شد. در فرایند تحلیل، ۱۲۷ کد اولیه، ۲۴ کد محوری و هفت مقوله اصلی استخراج گردید. نتایج نشان داد شفافیت و عدالت توزیعی، بنیادیترین اصول کلاسیک حکمرانی در نظام تسهیلات مشاغل خانگی هستند. نظارت مستمر، تسهیل فرایندهای اداری و تضمینها، آموزش و مشاوره تخصصی، ایجاد شبکههای پایدار فروش و توزیع عادلانه ریسک و منافع بهعنوان عوامل اصلی موفقیت شناسایی شدند. موانع در سه سطح بههمپیوسته شامل بیثباتی اقتصادی و قوانین پیچیده در سطح کلان، ناهماهنگی نهادی و فرایندهای بانکی تحقیرآمیز در سطح میانی، و بیاعتمادی تاریخی، ضعف خودباوری و انفعال وجودی در سطح خرد بودند. چهار بعد نوین شامل عدالت رویهای، حکمرانی التیامبخش، چابکی نهادی و اهلیتسنجی وجودی نیز از دادهها استخراج شد. مدل علی نشان داد موانع کلان از طریق عملکرد ناکارآمد نهادهای میانی، زخم وجودی متقاضیان را تشدید کرده و احتمال شکست کسبوکار را افزایش میدهند. حکمرانی اثربخش تسهیلات مشاغل خانگی مستلزم عبور از رویکرد صرفاً مالی و اداری و حرکت بهسوی چارچوبی انسانمحور، چندسطحی و مشارکتی است که همزمان شفافیت، عدالت، انعطاف نهادی، حفظ کرامت متقاضیان، اعتمادسازی و ارزیابی آمادگی روانی–معنایی آنان را دربرگیرد.
