The research method was qualitative, utilizing the grounded theory approach. The research population consisted of professors, experts, specialists, and knowledgeable individuals. The sample size, selected through purposive sampling, was 12 participants. The research instrument was a semi-structured interview. The collected data were analyzed using the Delphi method and coding (open, axial, and selective) through MAXQDA software. The results indicated that seven components play a role in explaining the strategic review of industrial development in Iran with an emphasis on industrial cooperatives. These components include bureaucratic structure; organizational transparency; job analysis and job classification in alignment with strategic objectives; job interconnectivity corresponding to strategies; strategic coherence and integration; financial resources with a future-oriented approach; and, finally, future-oriented educational resources.</p> <p>هدف پژوهش حاضر عبارت بود از بازنگری راهبردی توسعه صنعتی در ایران باتکیه‌بر تعاونی‌های صنعتی. روش پژوهش عبارت بود از روش کیفی به روش تئوری زمینه‌ای. جامعه پژوهش عبارت بودند از اساتید، خبرگان و صاحب‌نظران، متخصصین و افراد آگاه. تعداد نمونه که به‌صورت هدفمند انتخاب شد، 12 نفر. ابزار تحقیق عبارت بود مصاحبه نیمه‌ساختاریافته. تجزیه‌وتحلیل داده‌های جمع آوری شده، به روش دلفی و از طریق کدگذاری (باز، محوری و انتخابی) با استفاده از نرم‌افزار MAXQDA انجام شد. نتایج‌ نشان داد هفت مؤلفه در تبیین بازنگری راهبردی توسعه صنعتی در ایران باتکیه‌بر تعاونی‌های صنعتی؛ نقش دارند که عبارتند از: دیوان‌سالاری یا بوروکراسی ساختار؛ شفافیت سازمانی؛ تجزیه شغل و طبقه‌بندی مشاغل در راستای تحقق راهبردها؛ درهم‌تنیدگی شغلی متناسب با راهبردها؛ انسجام و یکپارچگی راهبردی؛ منابع مالی با رویکرد آینده‌نگرانه؛ و در نهایت منابع آموزشی آینده‌نگر.</p> https://www.jmedda.com/jmedda/article/download/66/59
