This applied study employed an exploratory sequential mixed-methods design. In the qualitative phase, 10 experts in volleyball and sport management in Iraq were selected through purposive sampling, and data were collected using semi-structured interviews and analyzed through thematic analysis. In the quantitative phase, a researcher-developed 30-item questionnaire covering six dimensions was constructed based on the qualitative findings. The quantitative population included volleyball managers, coaches, referees, experts, and technical committee members in Iraq, of whom 384 were selected through stratified random sampling. The data were analyzed using partial least squares structural equation modeling in SmartPLS. Structural model results showed that economic barriers had the strongest significant relationship with the overall barrier construct (β=0.946, t=51.904, P&lt;0.001). Human-resource barriers ranked second (β=0.877, t=26.846, P&lt;0.001), followed by socio-cultural barriers (β=0.786, t=24.840, P&lt;0.001) and legal–institutional barriers (β=0.670, t=8.285, P&lt;0.001). In contrast, managerial barriers (β=-0.678, t=1.670, P=0.095) and infrastructural barriers (β=-0.654, t=0.995, P=0.320) were not statistically significant. Accordingly, economic, human-resource, socio-cultural, and legal–institutional barriers occupied the highest priority positions. Volleyball development in Iraq appears to be constrained primarily by economic limitations and weaknesses in human resources. Therefore, sustainable financing policies, stronger private-sector participation, systematic development of coaches and referees, improved talent identification, greater social participation, and more effective institutional mechanisms are recommended to reduce development barriers and facilitate the advancement of volleyball in Iraq.</p> <p>هدف پژوهش حاضر شناسایی و اولویت‌بندی موانع مدیریتی، زیرساختی، اقتصادی، منابع انسانی، اجتماعی–فرهنگی و حقوقی–نهادی مؤثر بر توسعه ورزش والیبال در کشور عراق بود. این پژوهش کاربردی با رویکرد آمیخته اکتشافی متوالی انجام شد. در بخش کیفی، 10 نفر از خبرگان حوزه والیبال و مدیریت ورزشی عراق به روش نمونه‌گیری هدفمند انتخاب شدند و داده‌ها از طریق مصاحبه نیمه‌ساختاریافته گردآوری و با روش تحلیل مضمون بررسی شد. در بخش کمی، بر اساس یافته‌های کیفی، پرسشنامه محقق‌ساخته 30 گویه‌ای در شش بعد تدوین شد. جامعه کمی شامل مدیران، مربیان، داوران، کارشناسان و اعضای کمیته‌های مرتبط با والیبال عراق بود و 384 نفر به روش نمونه‌گیری تصادفی طبقه‌ای انتخاب شدند. داده‌ها با استفاده از مدل‌سازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی در نرم‌افزار SmartPLS تحلیل شدند. نتایج مدل ساختاری نشان داد که موانع اقتصادی قوی‌ترین رابطه را با سازه کلی موانع داشتند (β=0.946، t=51.904، P&lt;0.001). پس از آن، موانع منابع انسانی (β=0.877، t=26.846، P&lt;0.001)، اجتماعی–فرهنگی (β=0.786، t=24.840، P&lt;0.001) و حقوقی–نهادی (β=0.670، t=8.285، P&lt;0.001) دارای روابط مثبت و معنادار بودند. در مقابل، مسیر مربوط به موانع مدیریتی (β=-0.678، t=1.670، P=0.095) و موانع زیرساختی (β=-0.654، t=0.995، P=0.320) از نظر آماری معنادار نبود. بر این اساس، موانع اقتصادی، منابع انسانی، اجتماعی–فرهنگی و حقوقی–نهادی به‌ترتیب در اولویت‌های بالاتر قرار گرفتند. نتایج نشان داد که توسعه والیبال در عراق بیش از هر چیز تحت تأثیر محدودیت‌های اقتصادی و ضعف منابع انسانی قرار دارد. بنابراین، تدوین سیاست‌های تأمین مالی پایدار، جذب بخش خصوصی، توسعه نظام آموزش مربیان و داوران، تقویت استعدادیابی، افزایش مشارکت اجتماعی و بهبود سازوکارهای نهادی می‌تواند نقش مهمی در کاهش موانع و تسریع توسعه این رشته ورزشی داشته باشد.</p> https://www.jmedda.com/jmedda/article/download/619/373
